Delice Bernhard is the Director for Security, Insider Threat and Mission Assurance. Ms. Bernhard serves as a senior advisor to the DCSA Director on a wide variety of security, insider threat and mission assurance activities to ensure appropriate programs and safeguards are in place to protect and secure DCSA and its workforce. In addition to these duties, Ms. Bernhard serves as the Acting Director of the DoD Insider Threat Management and Analysis Center (DITMAC).

She joined DCSA in October 2015 where she served as Deputy Director of the DITMAC. She was responsible for leading the day-to-day operations to assess risk, synchronize responses and oversee resolution of DoD Insider Threat issues, as well as oversee the activities of the DoD Unauthorized Disclosure Program Management Office and Insider Threat Enterprise Program Management Office. From April-September 2019, she served on a rotation as the Executive Officer to the DCSA Deputy Director.

Her career began at DFI International where she conducted research and analysis on projects funded by the Office of the Secretary of Defense and the Department of the Air Force from 1999-2001. She began her federal career in 2001 with the Defense Intelligence Agency as a counterintelligence analyst. She served in a variety of counterintelligence and counterterrorism positions throughout her tenure at DIA, culminating in her role from 2004-2006 as the Senior Intelligence Analyst for the Joint Intelligence Task Force-Combating Terrorism Pentagon Division responsible for managing a 24/7 team and leading, planning, coordinating, ensuring quality control and oversight of the daily counterterrorism briefing for the J-2 Intelligence Director and the Chairman of the Joint Chiefs of Staff.

In 2007, she served on the J-5 as the senior intelligence functional area expert in the field of detainee affairs. From 2007 - 2009, she served as the Special Assistant to the Deputy Under Secretary of Defense for Human Intelligence, Counterintelligence, and Security. From 2009-2015, she served in a variety of roles for the Air Force/Intelligence Systems Support Office to include Acting Director, Mission Support and the Deputy Director for Innovation and Collaboration where she managed and oversaw the development of unique capabilities, advanced technology applications, and research and development support activities to meet specific National, Command and Service-level requirements.

She received a Master of Arts in National Security Studies in 2001 from Georgetown University and received a Bachelor of Arts degree in Political Science and International Relations from Tulane University in 1998. She completed several leadership education programs to include the Federal Executive Institute and the Center for Creative Leadership.
