Mark Breckenridge
Deputy Director of Defense Manpower Data Center (DMDC)
Mr. Breckenridge is the Deputy Director of the Defense Manpower Center (DMDC) and is responsible for oversight of the largest and most comprehensive identity protection family of systems in the Department of Defense (DoD), management of a dozen major operational DoD programs, oversight of DoD eligibility and benefits management systems, supervision of a multi-disciplinary staff, and administration of the Seaside, California office. DMDC responds to the information and analysis requirements of the Office of the Secretary of Defense (OSD), the Military Departments, the Congress and others involved in developing and evaluating manpower and personnel policy.
Prior to his current assignment, Mr. Breckenridge served as the Deputy Director of the Identity Authentication Office (IAO) at DMDC. He was responsible for program management of secure enterprise identity management and access solutions including the Defense Biometric Identification System (DBIDS). DBIDS is the largest operational physical access and authentication system in the Department of Defense and is used to protect military bases around the world.
Mr. Breckenridge holds a Master’s degree in Software Engineering from National University, and is a 1980 graduate of the United States Naval Academy. He is also a graduate of the Federal Executive Institute.
